Hazard Communication Program Plan

Augusta Technical College


A. General Requirements

In order to comply with the Georgia "Public Employee Hazardous Chemical Protection and
Right to Know Act of 1988" and DTAE State Board Policy #09-05-19 titled "Public
Employee Hazardous Chemicals Right to Know", the following written hazard
communication program plan has been established for this technical college.

All work units of the facility are included within the requirements of the aforementioned Act and
are included in this plan. The written plan will be available in the Library for review by any
interested or affected employee. The Right to Know Coordinator for this college is:
Mr. Warren Miller.

The Respective Department Heads will review incoming material safety data sheets (MSDS) for
new and significant health and safety information. He/She will ensure that any new information
is passed on to the affected employees and that a copy of the MSDS is given to the Right To
Know Coordinator. When a new hazardous substance is to be brought into the workplace, the
Department Head will review the toxicity information before the final decision is made to
acquire the substance. They will then determine whether a less toxic substance can be utilized
and whether additional engineering controls and/or personal protective equipment will be
needed.


B. Container Labeling

The Department Head will be responsible for verifying that all containers received for use will:

Be clearly labeled as to the contents.
?br> Note the appropriate hazard warning.
?br> List the name and address of the manufacturer.

The Department Head or Course Instructor will ensure that all secondary containers are labeled
with either an extra copy of the original manufacturer's label or with the college generic labels
which have a block for identification and blocks for the hazard warning. For help with labeling,
consult with the College Safety/Health Officer or College Right to Know Coordinator.

The College generic label format will read as follows:

Warning (Hazardous, Caution, Danger, ETC)
Substance Classification (Caustic, Oxidizer, Carcinogen, ETC.)
Chemical and/or Product Name (same as on MSDS)
In-House Part Number (as applicable)
Hazardous Components

Warning: Signs of Overexposure (Nausea, Headache, Dizziness, ETC)
First Aid Information and Telephone Number

The Right to Know Coordinator will review the College's labeling system every six (6) months
and update as required.


C. Material Safety Data Sheets (MSDS)

The Right to Know Coordinator will be responsible for maintaining the material safety data sheet
(MSDS) system for this college.

The person ordering new chemicals/substances is responsible for ensuring that MSDS's for new
chemicals/substances are available and that a copy of the MSDS is given to the Right to Know
Coordinator.

The Department Head will review incoming MSDS's for new and significant health and safety
information. The person in this position will ensure that employees are informed of any new
information. It is also the responsibility of this person to review the available information on any
new chemical or substance to determine if it is the least hazardous available on the market, and
whether additional engineering controls or personal protective equipment will be needed before
the final decision is made to procure the chemical or substance.

Copies of MSDS's for all hazardous chemicals to which employees may be exposed will be kept
in the Library.

MSDS's will be available to all employees in their work areas for review during the time
employees are performing job duties. If MSDS's are not immediately available or for new
chemicals which do not have an MSDS, contact the Right to Know Coordinator immediately.


D. Employee Information and Training

The Right to Know Coordinator will be responsible for the College employee training program.
This person will ensure that all requirements of the training program are met and that training
records are maintained and up-to-date.

Each employee will be required to attend a health and safety orientation prior to beginning their
initial job assignment. (No employee will be exposed to a hazardous chemical prior to being
trained in its hazards.)

Employees will receive information and training on the following:

(1) The requirements of the Act. An explanation of the requirements of the standard and
how the hazard communication program is implemented at the college and associated
work sites.
(2) Identification of specific work areas where hazardous chemicals are handled or produced.
(3) The location and an explanation of the college written hazard communication plan,
including a list of hazardous chemicals and the MSDS's. How employees can obtain and
use the available hazard information.
(4) Instructions on the use of the labeling system to be used at the College, and how to read
and interpret the information. How to respond to an unlabeled container delivered or
discovered at the College.
(5) The purpose of the Material Safety Data Sheets (MSDS), and how to read and interpret
the information.
(6) The nature of the hazards posed by chemicals in the workplace. An explanation of the
physical and health hazards of the chemicals and hazardous materials in the work area.
(7) Methods which may be used to detect an employee's exposure, such as air sampling,
biological monitoring, visual detection, odor identification, warning properties of the
hazardous chemicals used and other standard industrial hygiene techniques and
procedures.




(8) The various control measures that employees should use to reduce exposure to hazardous
chemicals follow:

fitting of respirators, and the elements of a
respirator program.
The use of personal protective equipment (face
?br> shields, gloves, aprons, foot coverings, etc).
The use of exhaust ventilation equipment.
?br> Work practices which minimize exposure to
?br> hazardous chemicals.

(9) Special procedures to be followed in an emergency, such as spill response and first aid;
(10) Proper storage of chemicals and separation of incompatible substances;
(11) Training in hazards associated with improper use of chemicals located in the employees
work area and potential hazards associated with exposure to chemical reaction products;
(12) The right of the employee's physician to receive hazardous chemical information;
(13) Where additional information and training can be obtained;
(14) Each employee will be required to participate in re-training annually.

After obtaining the required training, each employee will sign a form to verify that they
completed the training, received our written materials, and understand the policies of this
College and the Georgia Department of Technical and Adult Education on hazard
communication.

A written log of all training activities will be maintained by the College Right to Know
Coordinator. This log will be retained for no less than three (3) years after training has been
completed.

Prior to a new hazardous chemical being introduced into any section in this College, each
employee of the section that has exposure potential will be given information and training
relating to its hazards. Also if any employee is transferred to a new area where exposures to
hazardous chemicals can occur, the employee will receive any additional training prior to
beginning that assignment.




E. List of Hazardous Chemicals

The individual responsible for implementing this section is the Right to Know Coordinator.

F. Hazardous, Non-Routine Tasks

Periodically, employees are required to perform hazardous, non-routine tasks. Prior to starting
work on such projects, each employee will be given information by their Section Supervisor,
Department Head or the Right to Know Coordinator about hazardous chemicals to which they
may be exposed during such activity.

This information will include:

Specific chemical hazards.
?br> Protective/safety measures to be taken by the employee.
?br> Measures the college has taken to lessen the hazards, including ventilation,
?br> respirators, presence of another employee, and emergency procedures.

The following is a list of all hazardous, non-routine tasks that employees of this College
may be asked to perform:

G. Employee Rights

Employee information posters describing employee rights under the act will be posted in the
College (workplaces covered by the Act) in a prominent manner so that it is visible to all
employees on a routine basis. For those Colleges with geographically dispersed work areas, a
poster shall be placed in each work area. The poster shall be worded in accordance with the
requirements of the Act.

H. Informing Contractors

It is the responsibility of this College to provide contractors and their employees, which are
performing a task on ATC property, with the following information:

Hazardous chemicals to which they may be exposed while at the College job site.
?br> Precautions the contractor's employees may take to lessen the possibility of
?br> exposure by use of appropriate protective measures
The contractee will be responsible for contacting each contractor before work is
?br> started to gather and disseminate any information concerning chemical hazards
that the contractor is bringing to this work place.
College safety rules.
?br> Availability and location of MSDS's for all hazardous chemicals to which the
?br> contractor's employees may be exposed.
