U.S. EPA Toxic Substances Control Act
The United States Environmental Protection Agency (EPA), pursuant to the Toxic Substance
Control Act (TSCA), maintains an inventory of chemical substances for which information under
TSCA has been filed for distribution and use within the United States. EPA regulations allow
distribution of unlisted chemical substances for research and development (R&D), among other
exemptions. Under EPA regulations and guidelines, activities are considered R&D activities if
they are intended solely as scientific experimentation, research or analysis, including analysis,
experimentation or research on new or existing chemical substances (See EPA鈥檚 New Chemical
Information Bulletin. Exemptions for Research and Development and Test Marketing
(November, 1986)). We have been advised by the EPA that such activities include, for example,
