4. FIRST AID MEASURES

EYES:
IMMEDIATELY flush eyes with a directed stream of water for at least 15
minutes, forcibly holding eyelids apart to ensure complete irrigation
of all eye and lid tissue. IF IRRITATION PERSISTS GET MEDICAL
ATTENTION.
SKIN:
Wash thoroughly with soap and water. Remove contaminated clothing and
gloves, and decontaminate or discard before reuse. IF IRRITATION
OCCURS, GET MEDICAL ATTENTION.
INHALATION:
Remove to fresh air. If breathing is difficult, have trained person
administer oxygen. If respiration stops, have a trained person
administer artificial respiration. GET MEDICAL ATTENTION IMMEDIATELY.
INGESTION:
DO NOT INDUCE VOMITING. This material is not soluble. DO NOT GIVE
FLUIDS. If spontaneous vomiting is inevitable, PREVENT ASPIRATION by
keeping the victims head below the knees. GET IMMEDIATE MEDICAL
ATTENTION. A qualified physician can perform gastric lavage only when
the airway (trachea) has been secured to prevent aspiration.
NOTES TO PHYSICIAN:
Administration of adsorbents such as activated charcoal may be of
value. Gastric lavage may be effective when performed by a physician
within 4 hours of ingestion.

Evacuate unnecessary personnel and eliminate all sources of ignition.
Follow protective measures provided under Personal Protection in
Section 8.
ENVIRONMENTAL PRECAUTIONS:
Contain liquids and prevent discharges to streams or sewers, control
or stop the loss of volatile materials to the atmosphere. Large leaks
may require environmental consideration and possible evacuation. Do
not apply water to the leak. Spills or releases should be reported,
if required, to the appropriate local, state and federal agencies.
METHODS FOR CLEANING UP:
If a significant spill occurs, evacuate area. If exposure conditions
warrant, wear a NIOSH/MSHA approved positive pressure self-contained
breathing apparatus and full protective clothing. Shut off electrical
service and protect from ignition. Contain spill or release with a
dike to prevent flow into sewers or streams. Pump into container for
disposal or reclamation. Soak up small spills with absorbent
material.

The subchronic oral toxicity of p-chlorotoluene (PCT) was evaluated by
treating laboratory rats by gavage over a 90 day period. The primary
target organs were determined to be the liver and kidney at the high
dose level of 800 mg/kg/day. At this concentration, PCT induced a
statistically significant increase in the relative weights of the
liver and kidneys. These findings were accompanied by increased
levels of serum alkaline phosphatase, total bilirubin, blood urea
nitrogen and creatinine and confirmed by histopathological evidence.
The No Observable Adverse Effect Level (NOAEL) for this study was 200
mg/kg/day.

A developmental toxicity study performed by inhalation administration
in rats demonstrated a statistically significant increase of skeletal
malformations at a dose level of o-chlorotoluene of 9 mg/L (1742 ppm).
The No Observable Adverse Effect Level (NOAEL) for this study was 3
mg/L (581 ppm)
A second developmental inhalation toxicity study with o-chlorotoluene
was performed in white rabbits at dose levels of 0, 1.5, 4.0, and 10
mg/L (0, 291, 776, 1940 ppm). At the concentrations of 4 and 10 mg/L
there was a dose-related reduction in food consumption and body
weight gain in the mothers during the initial phase of treatment.
There was no evidence for a significant effect of o-chlorotoluene
on the incidence of birth defects in the offspring or fetal toxicity
at any dose level.

There is limited environmental fate and effects data on
1-chloro-4-methylbenzene (4-chlorotoluene). Limited laboratory data
and anticipated similarity in effects to 1-chloro-2-methylbenzene
(2-chlorotoluene) indicate that 4-chlorotoluene would be moderately
toxic to aquatic and terrestrial species. Limited solubility and
relatively high volatility may act to limit expressed aquatic toxicity
under environmental conditions. There is some indication that this
material may bind to suspended solids and sediments. There is limited
data on the biodegradability of 4-chlorotoluene, but it appears that
the biodegradation rate may be slow. Due caution should be taken to
avoid the accidental release of this material to aquatic and
terrestrial environments.

Orthochlorotoluene was designated by the interagency Testing Committee
for action by the EPA under Section 4 (e) of the Toxic Substances
Control Act (46 FR No. 99, May 22, 1981). As a result of data
submitted by OXYCHEM under a negotiated testing program, the EPA
subsequently concluded that the information provided adequately
characterized the health, environmental effects and chemical fate
characteristics of orthochlorotoluene and issued a decision not to
require further testing (50 FR No. 192, October 3, 1985).
For pesticide applications, this product is on the candidate list of
inert ingredients which may or may not be present in currently
registered pesticide products. In addition, this product is exempt
from the requirement of a tolerance when used as a solvent or
cosolvent in pesticide formulations with the following restrictions:
(a) not for use after edible parts of the plant begin to form, (b) do
not graze livestock in treated areas within 48 hours after the
application [40 CFR 180.1045].

OCCURS, GET MEDICAL ATTENTION.
INHALATION:
Remove to fresh air. If breathing is difficult, have trained person
administer oxygen. If respiration stops, have a trained person
administer artificial respiration. GET MEDICAL ATTENTION IMMEDIATELY.
INGESTION:
DO NOT INDUCE VOMITING. This material is not soluble. DO NOT GIVE
FLUIDS. If spontaneous vomiting is inevitable, PREVENT ASPIRATION by
keeping the victims head below the knees. GET IMMEDIATE MEDICAL
ATTENTION. A qualified physician can perform gastric lavage only when
the airway (trachea) has been secured to prevent aspiration.
IN CASE OF SPILL OR LEAK:
Evacuate unnecessary personnel and eliminate all sources of ignition.
Wear full protective equipment and clothing.
Contain spill and pump into marked container for reclamation or
disposal.
FIRE:
Use dry chemical, Halon, alcohol foam, carbon dioxide or water. Do
not inhale gases. Wear NIOSH/MSHA approved positive pressure
self-contained breathing apparatus.

HANDLING AND STORAGE:
Wear chemical safety goggles plus full face shield to protect against
splashing when appropriate (ANSI Z87.1).
Wear chemical resistant gloves such as North Silver Shield?or Viton?
For limited use, PVC or nitrile gloves may be worn. Silver Shield is

Store in a cool, dry, well ventilated area away from incompatible
materials.
Keep container tightly closed and properly labeled.
Dike storage tanks separately to contain 110% of tank volume.
DISPOSAL:
Always package, store, transport and dispose of all waste and
contaminated equipment in accordance with all applicable federal,
state, and local health and environmental regulations.
