1 PRIORITY EXISTING CHEMICAL PROGRAM
CALL FOR INFORMATION
The following industrial chemicals have been nominated by members of the public for
inclusion in the NICNAS Candidate List. To assist in screening these chemicals, and in
accordance with Section 48 of the Industrial Chemicals Notification and Assessment Act (the
Act), the Director is seeking information on uses of and potential exposure to these
chemicals.
This notice is directed to all persons who have manufactured or imported either of the
following chemicals or products containing either of these chemicals during the past 12
months. Any other persons with relevant information on these chemicals, including users,
past importers or manufacturers, are encouraged to provide this information to the Director.

The following specific information is sought for each of these chemicals for the calendar
year 2004:
Estimate of the total quantity (tonnes/year) of chemical imported to Australia (in raw
?br> form or in products) and/or manufactured in Australia;
Uses of the chemical or the products containing the chemical and whether any
?br> products are available to the public.
Responses regarding these chemicals are required by 1 April, 2005. In accordance with
section 50 of the Act, the information may be accompanied by an application that some or all
of the information provided be treated as `exempt information'. Application forms may be
obtained from Ms Virginia Parish on 02 8577 8893 or downloaded from the Existing
Chemicals forms section of the NICNAS website at http://www.nicnas.gov.au/forms/.
Information collected by NICNAS may be provided to State, Territory or Commonwealth
regulatory agencies for the purposes of monitoring compliance under relevant legislation. All
information collected is treated in accordance with strict confidentiality guidelines and in
compliance with the Privacy Act 1988.

2 OCTABROMOBIPHENYL AND DECABROMOBIPHENYL AS PRIORITY
EXISTING CHEMICALS (PEC)
Octabromobiphenyl (CAS No. 27858-07-7) and decabromobiphenyl (CAS No. 13654-09-6)
were declared priority existing chemicals (PECs) for full assessment on 6 July 2004. The
declaration notice can be assessed at:

In accordance with section 55 of the Industrial Chemicals (Notification and Assessment) Act
1989 (the Act) all those who wish to manufacture or import octabromobiphenyl or
decabromobiphenyl during the period that these chemicals are PECs must apply in writing
using the PEC application form. To date, the Director (NICNAS) has not received any
application for the assessment of these chemicals.

If no applications are received for these PECs, as per section 63 of the Act,
where:
(a) a chemical has been a priority existing chemical for at least 12 months; and
(b) an application for the assessment of the chemical has not been received; and
(c) the Director has not caused the chemical to be assessed under subsection 57(2);
the Director must remove the particulars of the chemical from the Inventory.

If octabromobiphenyl and decabromobiphenyl are removed from the Australian Inventory of
Chemical Substances (AICS) future import or manufacture of these chemicals will require
notification and assessment as new chemicals.

3 SECONDARY NOTIFICATION OF NOTIFIED CHEMICAL
HFE-7100 - (NA/482)
Under subsection 65(2) of the Industrial Chemical (Notification and Assessment) Act 1989
(the Act), the Director requires the secondary notification of HFE-7100 by:

(IV) Concentration of the chemical in each proposed use and product.
(V) Quantity of the chemical that is to have each use.
(VI) Concentration of the chemical in its imported form.
5. Import quantity.
6. Occupational exposure for all workers to be involved in working with the chemical.
7. Information about the release of the chemical into the environment at all stages of its
use.
8. Information about public exposure to the chemical based on its proposed new use,
including a description of any way in which the chemical could be harmful or

(d) Any available data on the effects of the chemical on human skin.
(f) Any available data on the sensitising potential of the chemical to humans.
(r) Comment on the fate of the fluorinated portion of the chemical following initial
breakdown in the atmosphere, including how this might contribute to the pool of
persistent perfluoroalkyl substances recently demonstrated to be widely
disseminated throughout the environment.

Any additional data available on toxicological and/or ecotoxicological effects of the
chemical.

The information required should be provided to the Director within 28 days of the publication
of this notice.

Component 1 of Amber Extreme
Summary Report
Reference No: LTD/1173
International Flavours and Fragrances Australia Ltd (ABN 77 004 269 658) of 301
Frankston-Dandenong Road, Dandenong South VIC 3175 has submitted a limited
notification statement in support of their application for an assessment certificate for
Component 1 of Amber Extreme. The notified chemical is intended to be used as a
component in fragrance oils used as odorants in perfumery, lotions, toiletries, household
products, soaps and detergents. Up to 442 kilograms of the notified chemical will be
imported per annum for each of the first five years.

ASSESSMENT OF PUBLIC, OCCUPATIONAL HEALTH AND SAFETY AND
ENVIRONMENTAL EFFECTS

Hazard Assessment

Based on the available data the notified chemical is classified as hazardous under the NOHSC
Approved Criteria for Classifying Hazardous Substances. The classification and labelling
details are:
- R38 Irritating to skin
- R43 May cause sensitisation by skin contact

As a comparison only, the classification of notified chemical using the Globally Harmonised
System for the Classification and Labelling of Chemicals (GHS) (United Nations 2003) is
presented below. This system is not mandated in Australia and carries no legal status but is
presented for information purposes

It is not possible to assign an aquatic environmental hazard category according to the GHS

of the occupational settings described.

Public Health

There is No Significant Concern to public health when used as an ingredient in consumer
products as described in the notification.

Environmental Effects

On the basis of the PEC/PNEC ratio, the chemical is not considered to pose a risk to the
environment based on its reported use pattern

? The NOHSC Chemicals Standards Sub-committee should consider the following
hazard classification for the notified chemical, and for Amber Extreme, the mixture
containing the notified chemical that was used for all toxicological testing and hazard
classification:
- R38 Irritating to skin
- R43 May cause sensitisation by skin contact
- S24 Avoid contact with skin
- S37 Wear suitable gloves

? Use the following risk phrases for products/mixtures containing the notified chemical
and/or Amber Extreme:
- 1-20%:
R43 May cause sensitisation by skin contact
- >= 20%:
R43 May cause sensitisation by skin contact
R38 Irritating to skin

Control Measures
Occupational Health and Safety

? Employers should implement the following engineering controls to minimise
occupational exposure to the notified chemical:
- Closed system during mixing of ingredients with fragrance oils containing the notified
chemical or the mixture Amber Extreme, particularly if aerosol formation is likely.
- LEV during weighing and addition to mixing vessel.

? Employers should implement the following safe work practices to minimise
occupational exposure during handling of the notified chemical:
- Prevent splashes and spills.
- Prevent aerosol formation during handling, particularly if mixing in an open tank.

? Employers should ensure that the following personal protective equipment is used by
workers to minimise occupational exposure to the notified chemical during
formulation of fragrance preparations containing it into consumer products:
- Chemical resistant gloves, protective overalls and goggles/faceshield.
- Personal respiratory equipment if aerosols are produced in an open system.

Guidance in selection of personal protective equipment can be obtained from Australian,
Australian/New Zealand or other approved standards.

? A copy of the MSDS should be easily accessible to employees.

? If products and mixtures containing the notified chemical are classified as hazardous
to health in accordance with the NOHSC Approved Criteria for Classifying
Hazardous Substances, workplace practices and control procedures consistent with

provisions of State and Territory hazardous substances legislation must be in
operation.

Environment

? Do not allow material or contaminated packaging to enter drain, sewers or water
course.

Disposal

? The notified chemical should be disposed of by placing material and absorbent into
sealed container and dispose of to landfill.

Emergency procedures

Spills/release of the notified chemical should be contained as described in the MSDS (i.e. by
sand or inert powder) and collected in labelled sealable containers for disposal in accordance
with Government regulations.

Secondary Notification

The Director of Chemicals Notification and Assessment must be notified in writing within 28
days by the notifier, other importer or manufacturer:

Under subsection 64(1) of the Act; if
- the importation volume exceeds one tonne per annum notified chemical; or
- the notified chemical is itself manufactured locally or imported
or

Under subsection 64(2) of the Act:
- if any of the circumstances listed in the subsection arise.

The Director will then decide whether secondary notification is required.

No additional secondary notification conditions are stipulated.

Arachidyl Glucoside
Summary Report
Reference No: LTD/1183
Orica Limited (ABN 24 004 145 868) of 1 Nicholson Street, Melbourne VIC 3000 and
Johnson & Johnson Pacific Pty Ltd (ABN 73 001 121 446) of 3/1 Bay Street, Broadway
NSW 2007 have submitted a limited notification statement in support of their application for
an assessment certificate for Arachidyl Glucoside. The notified chemical is intended to be
used as an emulsifier and to contribute to qualities of smoothness, thickness and creamy
consistency in cosmetic cream and lotion products. 0.975 tonnes of the notified chemical will
be imported per annum for each of the first five years.

ASSESSMENT OF PUBLIC, OCCUPATIONAL HEALTH AND SAFETY AND
ENVIRONMENTAL EFFECTS

Hazard Assessment

Based on the available data the notified chemical is not classified as a hazardous substance
under the NOHSC Approved Criteria for Classifying Hazardous Substances.

Occupational Health and Safety

There is Low Concern to occupational health and safety under the conditions of the
occupational settings described.

Public Health

There is No Significant Concern to public health when used at up to 1.5% in cosmetic creams
and lotions.

Environmental Effects

On the basis of the estimated PEC/PNEC ratio, the notified chemical is not considered to
pose a risk to the environment based on its reported use pattern.

RECOMMENDATIONS

Control Measures
Occupational Health and Safety

? A copy of the MSDS should be easily accessible to employees.

? If products and mixtures containing the notified chemical are classified as hazardous
to health in accordance with the NOHSC Approved Criteria for Classifying

provisions of State and Territory hazardous substances legislation must be in
operation.

? The following control measures should be implemented by the reformulator to
minimise environmental exposure during the formulation personal care products of
the notified chemical:
- All process and storage areas are bunded with any drains going to an onsite effluent
treatment plant.

Disposal

? The notified chemical should be disposed of to landfill.

Emergency procedures

? Spills/release of the notified chemical should be handled by containment, collection
by either manual means or adsorption, and then placed in a labelled sealable
container.

Secondary Notification

The Director of Chemicals Notification and Assessment must be notified in writing within 28
days by the notifier, other importer or manufacturer:

Under Section 64(2) of the Act:
- if any of the circumstances listed in the subsection arise.

The Director will then decide whether secondary notification is required.

No additional secondary notification conditions are stipulated.

Canon Australia Pty. Ltd. (ABN 66005002951) of 1 Thomas Holt Drive North Ryde, NSW
2113 has submitted a limited notification statement in support of their application for an
assessment certificate for NT-27. The notified chemical is intended to be used as an
ingredient in photocopying toner. Less than one tonne of the notified chemical will be
imported per annum for each of the first five years.

ASSESSMENT OF PUBLIC, OCCUPATIONAL HEALTH AND SAFETY AND
ENVIRONMENTAL EFFECTS

Hazard Assessment

Based on the available data the notified chemical is not classified as hazardous in accordance
with the NOHSC Approved Criteria for Classifying Hazardous Substances.

Occupational Health and Safety

There is Low Concern to occupational health and safety under the conditions of the
occupational settings described.

Public Health

There is No Significant Concern to public health when used in the proposed manner.

Environmental Effects

The chemical is not considered to pose a risk to the environment based on its reported use
pattern.

RECOMMENDATIONS

Control Measures
Occupational Health and Safety

? No special precautions are required for the notified chemical when used in a toner in
pre-packed bottles or cartridges for electrophotocopying machines or
electrophotographic printers. However, in the interests of good occupational health
and safety, the following guidelines and precautions should be observed for use of
toners containing the notified chemical:

? Avoid contact with skin and eyes
? Avoid breathing dust

? Avoid generation of dust. Photocopiers and printers should be located in well
ventilated areas. The NOHSC Exposure Standard of 10 mg/m3 TWA should be
maintained in the workplace.

? Service personnel should wear cotton or disposable gloves when replenishing toner
and servicing copying machines and printers.

Guidance in selection of personal protective equipment can be obtained from Australian,
Australian/New Zealand or other approved standards.

? A copy of the MSDS should be easily accessible to employees.
